Now we're in the lower tiers. These NU mons usually haver serious issues with how they operate, so they can't usually be used in the higher tiers (note: any pokemon from a lower tier can be used in a higher tier, but not the other way around.) There is still the same usage rule, and there is an NUBL. If a mon struggles to get any usage even in here, then they will go all the way down to rock bottom: Poor Use
