RU is an interesting case. It is not quite considered a higher tier, yet most would agree that RU is not viewed as a lower tier. Here, you will find a couple of oddball mons that don't really fit anywhere, but can still hold their own in battle. The same usage rule applies, and there is an RUBL for mons that are deemed too powerful for the tier. If a mon fails to maintain a usage rate here, then it can enter the lower tiers in the Never Used tier
