There are a lot of overpowered Pokemon that have been deemed too powerful for standard play, and this is where they end up. Fun fact: the original mon that even warranted the idea of the creation of Ubers is none other than Mewtwo in Generation 1, the original Uber. Despite this tier having one of the lower skill floors, it is actually one of the hardest tiers to play because you cna die a lot faster due to the amount of powerful hits that are flying around. Now, in some VERY rare cases, something might be deemed too powerful for even the banlist, and it gets banished to the top: Anything Goes.
